The Contra Costa Board of Supervisors voted Sept. 16 to grant the appeal by property owner Carl Adams and to approve variances and a tree permit needed to construct a new single‑family residence (including a junior ADU) at 2754 Limerick Road in the unincorporated Tara Hills area.
Planner Jennifer Cruz described the project and the previous administrative history: the application for variances and a tree permit was submitted in April 2023, approved by the Zoning Administrator with modifications in May 2024, appealed to the Planning Commission and denied there in May 2025. The current appeal asked the board to find the zoning‑administrator findings correct and to overturn the Planning Commission denial.
The project as presented calls for a roughly 5,100‑square‑foot residence with a carport requiring reduced front setbacks and a driveway platform to access the uphill site from Dolan Way. Staff documented the site’s steep slope areas, identified approximately 34 trees on the parcel and described the request to remove four code‑protected trees (two coast live oaks for driveway/carport construction and two additional trees removed for poor health/structure).
Appellant Carl Adams described prolonged permitting delays and prior development attempts on the lot going back to the mid‑2000s. Adams said past requests by neighbors had complicated sales and development, leading him to proceed with a single‑family build to recover costs. No members of the public provided comment during the hearing.
Board members reviewed staff findings, discussed the limited scope of the variances (front setback and driveway platform) and the tree removals (staff documented health/structure concerns for two of the four trees). Supervisors expressed frustration at the length of the review process but signaled support for facilitating housing. The board voted unanimously to grant the appeal and approve the project and associated variances and tree permit; the motion carried by roll call vote (5–0).
