Staff explained the existing zoning text has been interpreted to allow owner-occupied room rentals (rental of rooms within an owner-occupied dwelling) and that interpretation has created ambiguity about whole-home rentals and enforcement. "Based on this language, it has been interpreted that only rooms can be rented," staff said, and recommended the council consider creating a dedicated definition and separate ordinance section for short-term rentals.
Council discussion focused on practical enforcement and neighborhood impacts: parking concerns were raised repeatedly as a primary complaint, and several council members suggested a registration system with enforcement "teeth," or collecting lodging tax to improve accountability. Staff noted enforcement challenges because short-term listings can be hard to track without a registration system, and that Airbnb offers a city portal for data and hosting requirements that the city could explore.
Staff will draft ordinance language and an outreach/registration proposal for further council review and possible public input. No vote or ordinance change occurred at this meeting.
