City: Site Permits Issued for Compressor Station; Railroad Commission Regulates Design and Safety

City development staff explained the city’s role in permitting a proposed compressor station and related pipeline easements, telling council that Conroe issued five site‑related permits (site development, floodplain, MS4/stormwater, clearing/vegetation and a certificate of compliance) but has not received nor issued building, electrical, water or sewer permits for a compressor station building.

Norman McGuire clarified the permits certify compliance with city design standards submitted by the engineer of record; McGuire emphasized the city does not design compressor equipment and that Railroad Commission of Texas permits regulate the compressor station’s safety and technical design. McGuire said the landscape/vegetation plan had not been completed on Aug. 27 and that any required landscape plan must be satisfied before the project closes.

Council asked whether granting easements would have stopped a condemnation process. Staff replied the company had eminent‑domain power under its certificate authority and had filed suit in Montgomery County district court to condemn needed property; staff said providing easements would not have stopped the condemnation. McGuire also noted that rescinding site permits after on‑site work has begun would not necessarily halt a project because work already performed may meet the approvals issued.

Council questioned who prepared the site plans and whether the city’s land‑development group or outside consultants prepared items labeled "by others" on published drawings. City staff said the land‑development group prepared the site plan documents under the supervision of the land‑development manager; building design and compressor equipment plans were prepared by other engineering firms and fall under state regulation. Staff provided contact information for the Railroad Commission for residents seeking technical or safety information.

The discussion concluded with council members and staff agreeing to make public updates on the permit status and to direct residents asking technical safety questions to state regulators; no ordinance or enforcement action was taken during the workshop.
