Council approves multiple annexations, rezonings and a zoning text amendment on first reading

Columbia City Council approved a slate of land-use actions on Aug. 19, including annexations and rezonings for multiple parcels and a zoning text amendment affecting duplexes in the RDMV district.

Planning staff described each item under the zoning public-hearing section of the agenda. The actions included a request to annex 302 Turnwall Lane with a land-use classification of Urban Edge Residential (small lot) and a planned development district zoning designation; a request to annex 229 Charlestown Court with Urban Edge Residential (large lot) and RSF-2 (residential medium lot) zoning; rezoning for properties at 1001–1003 Wildwood Avenue from planned development district in the historic preservation overlay to single-family residential (small lot) while remaining in the overlay; and rezoning of 1013 Duke Avenue from planned development district in the historic preservation overlay to a residential mixed district while remaining in the overlay.

Council considered the items primarily as consent/first-reading matters with limited public comment. Motions to approve were made, seconded and carried on roll-call votes. Council also approved a text amendment to the Unified Development Ordinance to amend standards for duplexes and setbacks in the RDMV district after a motion to approve.

The council did not record substantive opposition during the hearings. Several councilmembers briefly discussed the Lenoir-Rhyne/old Lutheran Seminary property during the Wildwood Avenue item and noted redevelopment intentions for portions of that campus.
