Steele County weighs cooperative purchasing for heavy equipment; discusses trade-ins and delivery timing

County road staff briefed the commissioners on options to replace aging equipment and on a cooperative purchasing vehicle, Sourcewell, that can provide pre-bid pricing for heavy equipment.
Staff described Sourcewell as a cooperative agreement that pre-negotiates specifications and vendor pricing; using Sourcewell could allow the county to accept fleet pricing without conducting a separate sealed-bid process. Commissioners discussed trade-offs: cooperative pricing can speed procurement and provide standardized features across a fleet, but some commissioners preferred sealed bids for transparency and to capture local dealer competition.
Staff reported expected lead times of approximately six to seven months for some cabbed equipment and said typical trade-in allowances have averaged around $8,000–$10,000 for older machines. Road staff also outlined options for delaying payment until the next fiscal year so that purchases could be budgeted in 2026 even if orders were placed in 2025. For larger units such as a new snowplow truck, staff said current estimates for a low-mileage replacement with desired features were around $150,000.
Commissioners directed staff to obtain Sourcewell pricing and comparable sealed-bid quotes for John Deere, Caterpillar, and other suppliers and to return with numbers at the next meeting so the board can decide whether to proceed with cooperative purchasing or sealed bids.
