Carter County commissioners approve minutes, decline CPACE, authorize BLM letter and purchase equipment

Carter County commissioners approved the June 19, 2025 commission proceedings, voted to decline participation in the Department of Commerce Commercial Property Assessed Clean Energy (CPACE) program, authorized staff to sign and send a letter to the Bureau of Land Management requesting cooperative-agency status, purchased a triple-axle gravel trailer out of Rapid City, S.D., for $59,773, and approved an extension of a gravel‑crushing contract at the Kennedy Pit for an additional 40,000 cubic yards.
The meeting opened with routine housekeeping and the consent agenda. A commissioner made a motion to approve the June 19, 2025 minutes “as written.” The motion was seconded and approved by voice vote.
On CPACE — a financing mechanism that lets commercial property owners borrow for energy-efficiency or renewable-energy improvements and repay via property tax assessments — commissioners discussed the requirement that the county form a countywide special district, which would require voter approval. Citing limited local commercial interest and the need for a county-level special district, commissioners voted to decline participation and instructed staff to notify the Department of Commerce.
The board then considered a draft letter to the Miles City Field Office of the Bureau of Land Management requesting cooperative-agency status. A motion to sign and send the corrected letter (date fixed to July 7) was seconded and approved by voice vote.
Road and Bridge staff recommended purchase of a triple-axle gravel trailer from a Rapid City dealer for $59,773. Commissioners moved, seconded and approved the purchase; staff noted the price is within the department’s $65,000 budget appropriation and that freight and out‑the‑door fees were included in the quoted price.
Road and Bridge also sought to extend the county’s current crushing contract at the Kennedy Pit. The contractor had completed about 10,000 cubic yards of a 60,000‑yard contract; staff proposed increasing the total to 100,000 cubic yards while the crusher is mobilized. Commissioners approved an additional 40,000 cubic yards at the same per‑yard price.
All motions in this round of business passed on voice votes with affirmative responses recorded by the chair.
