Blacksburg Town Council voted to approve an encroachment (Ordinance 20 86) that allows private improvements in a public right‑of‑way behind 411 Draper Road to support a delivery ramp and walkway from Miller Street, including a subsurface footing area for a retaining wall and a proposed dumpster area.
Staff said the encroachment covers about 1,200 square feet in two portions: a surface ramp and walkway (approximately 152 feet by 6 feet) and a subsurface encroachment for the wall footer. Staff noted that the applicant would be responsible for restoring pavement width if altered and that earlier, smaller encroachment approvals for the site exist from 2022.
Applicant representatives from Foresight Design described plans to submit a complete site plan within a week to 10 days and said the rear access would allow deliveries to the Library Cafe without bringing delivery traffic to the storefront. Council members described the proposal as a welcome improvement for deliveries and approved the encroachment on a recorded roll call; staff will incorporate the encroachment details into the revised site plan for administrative review.
Council’s approval includes the requirement that the applicant restore pavement and meet site‑plan conditions before construction of the encroachment features.
