Council orders cleanup of exterior trash at 211 Northeast 10th Street

The Guymon City Council approved an order of determination aimed at removing trash and hazardous debris visible from the public right-of-way at the east 70 feet of Lot 12, Block 33, Pump Addition (also described as 211 Northeast 10th Street).
City staff explained the enforcement request focused on weeds and exterior trash and noted the council could, if the property owner later applied for building permits, review zoning and permit compliance separately. During public comment, resident Taylor Young told the council some material on the property had been present "maybe a year and a half" and asked the council to consider recent pictures and cleanup progress.
Council discussion repeatedly emphasized the distinction between materials located outside the fence and items stored inside the fenced area. One councilmember said the enforcement should be limited to items "on the outside of the fence" and cited public‑safety concerns for debris in public view that could cause accidents. Following debate, the council voted to require cleanup of exterior items visible from the street; the motion passed on a 5–0 roll‑call vote.
Staff and code enforcement said previous hearings and notices had been provided and that the current order continues that enforcement process. If the property owner seeks to reconstruct or remodel structures on the site, staff said a permit review and zoning check would follow.
