Council approves rezoning of lots in Bonner Sullivan addition with emergency clause

The Guymon City Council on the motion of the members voted to adopt Ordinance No. 902, amending the zoning map for the north 15 feet of Lot 14 and all of Lots 15 and 16, Block 6, Bonner Sullivan Addition, changing the designation from I-2 to C-3.
City staff member Mister Bayless told the council the applicant sought the rezone after operating a pallet-and-bottle storage use and proposing a carport that was not permitted under the property's current industrial zoning. "He applied for a rezone to that property because he has been housing plastic bottles and pallets and other items over there," Bayless said, describing the staff review and the Board of Adjustments approval with no formal protests.
Following a motion and second, the council approved the ordinance by roll-call vote. Later in the same session the council voted to declare the ordinance an emergency, also by roll call.
The staff packet included photos and a zoning map; during discussion councilmembers noted the property's proximity to the railroad and its history of being subdivided and used for different commercial and storage operations. The council did not record any conditions attached to the rezone in the meeting minutes.
