Representatives of the ARPA‑funded Learning Collaborative updated the council on one year of individualized reading services for students in Oshkosh.
Dr. Kitts and program leaders described assessments, individualized tutoring and outcomes for enrolled students. A parent testified that after receiving tutoring through the program her children made measurable progress and that the school system had previously offered limited alternatives; the parent thanked the council for ARPA funding that made the services possible.
Councilmembers thanked program leaders for the update and noted the program addresses pandemic‑era learning gaps. Staff will continue program reporting and oversight as part of ARPA grant requirements.
