Staff said the purchases are primarily replacements for aging vehicles and that the district moved forward with purchase orders before a July 1 supplier price increase to lock in pricing.
Staff described the white-fleet program as multi-year asset management intended to reduce maintenance and repair costs by replacing vehicles when they reach the end of their cost-effective life. Staff said last year's white-fleet spending approached $1 million and that the current year's planned replacements total roughly $800,000. Most vehicles presented were listed as replacements rather than additions; older units will be auctioned or reassigned within the district when feasible.
Board members asked for specifics on units being replaced (model year and mileage) and the maintenance history that justified replacement. The board also asked procurement staff to compare costs from additional vendors in future engagements. A separate vendor contract with BELFOR for deep cleaning of district spaces was discussed; procurement staff said BELFOR is used for work outside the capacity of in-house crews and that the contract met the three-quote threshold for non-bid purchases.
Procurement and fleet staff said they are working to create a digital checkout system for district vehicles and to improve processes that keep vehicles in use across departments. No formal vote was taken; the item was presented for board review and will return for approval as required by the purchase-order schedule.
