Commissioners discussed permitting timelines and outstanding DOT encroachment items, hydrant placement for fire protection and the schedule for notice to proceed. Staff said they will request outstanding permits and confirmed most bid and insurance documents are on file; a Wednesday on‑site coordination meeting was scheduled to finalize details.
Motion language approved by the board authorized the contract award, procurement of materials and execution of contract documents. The motion was made by Commissioner Adams and seconded by Commissioner Dalton; the motion carried by voice vote.
