The Charlotte Regional Visitors Authority (CRVA) and NASCAR Hall of Fame leadership presented conceptual designs and a preliminary budget estimate to the Jobs & Economic Development Committee on June 2 for improvements to the Hall of Fame that would add classrooms and expand event space.
Winston Kelly (CRVA) said the Hall’s education and event programs have grown substantially—schools, scholarship-supported visits and on-site camps have risen in recent years—and the current interior layout constrains capacity and the acoustic environment for student groups and rented events. The proposal would relocate the gift shop, add dedicated classroom space on the entry level and expand the event-floor footprint with flexible partitions and upgraded acoustics.
CRVA and general-services staff presented a high-level estimated project budget of $25,000,000; staff said the estimate includes a 30% contingency and that construction costs were estimated at $12–15 million with remaining costs for design, furniture and permitting. Matt (Finance) told the committee the Hall of Fame fund—supported by a dedicated hospitality tax—would be the expected funding source, and any debt would be structured to avoid extending beyond the fund’s existing revenue sunset (2039). No action was requested; staff said they expect to return with a formal financing and design request later in the summer or early fall.
Committee discussion focused on timing and hotel-industry support; members asked staff to share more financial detail and hoteliers on the Hall’s board said they were supportive. The committee requested additional information to support a future Council review and possible approval of funding and financing.
