District authorized to pursue $30 million borrowing and possible partial refunding; parameters resolution work to begin

The West Chester Area School District’s Property & Finance committee on Feb. 18 authorized administration and outside advisors to prepare a parameters resolution for a 2025 financing plan that would include approximately $30 million in new-money general obligation bonds and a potential partial refunding of a 2014 maturity.

John Fry of PFM Financial Advisors presented a market update and the district’s debt summary, and suggested the combined new-money sale and partial refunding could yield roughly $300,000 in interest savings related to the targeted 2014 maturity, depending on market conditions. PFM proposed a schedule that would bring a draft parameters resolution to the March committee meeting and seek board approval on March 24, followed by a bond sale in early April and settlement in May.

Administration emphasized that the contemplated partial refunding would not extend the original maturity schedule — it is intended to lower the interest rate while keeping the final payment date unchanged — and said the modeled debt service stays within board policy thresholds. The bond proceeds were described as planned to support elementary renovations, including Mary’s Lehi House and the start of the Hillsdale project named during the presentation.

The committee’s authorization directs bond counsel, PFM and the business office to prepare required documents and update the district’s credit materials; final sale decisions and exact sizing will depend on market conditions and the March parameters resolution.
