Public commenters urge funding for Highway 99 managed lanes, LA River bike path and San Diego double track at ITIP hearing

Public commenters at the California Transportation Commission's southern hearing on the draft 2026 Interregional Transportation Improvement Program highlighted priority projects across several regions, urged alignment with corridor planning and expressed support for active‑transportation and rail capacity investments.
Jeanne Ward Waller thanked Caltrans and asked for additional details about an ITIP line described as "various projects along Highway 99," and whether those projects align with the Highway 99 multimodal corridor plan. "I just was curious to get more information... and I think related to all of the projects on Highway 99, I know in a previous ITIF, there was a requirement to have the multimodal corridor plan for Highway 99 finished," she said, noting the corridor plan was in draft but not finalized.
Shelly Quan, representing the Los Angeles County Metropolitan Transportation Authority, said Metro "supports the use of ITIP funds on projects that implement solutions to our state's greatest, transportation challenges." Metro specifically voiced support for the LA Riverway Bike Path Segment 6 as a connectivity improvement that serves transit stations and interregional routes, and urged continued partnership with Caltrans. Quan also noted the Malabar Yard Improvements project (a component of the Link Union Station program) was not included in the draft ITIP and said Metro will seek continued state partnership.
Ted Smalley, speaking for valley partners, called attention to Highway 99 projects including the North and South Madera projects and said the multimodal corridor plan should move into implementation — particularly managed lanes — to achieve safety and air‑quality benefits. "I want to call attention to the 9 9 projects," Smalley said, adding that the valley has shown bipartisan support for finishing Highway 99.
Clint Peace of SANDAG thanked the commission and Caltrans and expressed support for the San Diego Lagoon Double Track project, which he said will remove a bottleneck, raise track out of a flood plain and provide a special‑events platform to reduce I‑5 and local street congestion.
The commission received these comments during the hearing and reminded attendees the public comment period for the draft ITIP remains open through Nov. 24. The hearing was informational and no formal actions were taken.
