Commission approves renewal of HelpLine Center client‑charting contract

The Codington County Commission authorized the chair to sign a renewal of the county’s HelpLine Center client‑charting contract at its Nov. 4 meeting.

County staff described the agreement as a contract for the software the county uses to record client contacts and case information. Staff said the contract is for the charting system only; the vendor does not provide direct client services in Watertown. The county currently uses the system instead of an Excel‑based database and staff said it provides more robust tracking than spreadsheets.

Commissioners raised concerns about overlap with other agencies’ charting systems and about using federal grant dollars to pay for software. Staff said partner agencies in the area often use their own systems and that the HelpLine Center software helps the county see services provided to residents served in Sioux Falls; staff also said the expense is currently covered by a county grant fund and that the system cost is minimal compared with purchasing a full software suite.

Motion and vote: A motion to authorize the chair to sign the HelpLine Center contract was moved and seconded; the commission approved the authorization by voice vote.

Why it matters: The software centralizes client records for county‑administered services and generates monthly reports used in program administration and grant reporting. Commissioners discussed cost, duplication of services and grant funding as part of the consideration.
