Emmons County commissioners press airport authority for metrics, appointments and bylaws before funding

Emmons County commissioners spent an extended portion of their meeting discussing oversight and funding expectations for a proposed airport authority that the county would support with tax revenue.

Commissioners said they are open to supporting an airport but want clearer governance and measurable performance before committing recurring tax dollars. They asked staff to gather copies of agreements that other counties and cities use to manage airports so Emmons County does not “reinvent the wheel,” and to draft bylaws and appointment rules for the authority.

Commissioners raised multiple operational and financial questions: whether the authority should be appointed by the county commission or formed by election; how many board seats the county should control; how flight activity will be tracked; whether fees and revenue per flight are being recorded; and how the county would measure the airport’s economic returns. Commissioners and other speakers said they want the authority to demonstrate a plan to grow usage and revenue rather than remain a long-term subsidy.

Staff reported they are compiling sample agreements from other jurisdictions and will present options for board composition, bylaws and reporting requirements. The board directed staff to return with documents that clarify the appointment process, conflict-of-interest safeguards, reporting cadence and recommended performance metrics (for example, flights per year by type, fuel sales and related revenue).

Next steps: staff will gather interlocal agreements and examples of airport bylaws; the commission signaled it will consider attachments to a future grant or funding agreement that require periodic reporting and measurable targets before approving ongoing budget allocations.
