Pleasant Meadow subdivision proposal near county line tabled for further hydrologic study

Clinton County Drainage Board members on Nov. 4 tabled a proposed two‑lot addition in the Pleasant Meadow subdivision and asked staff to obtain additional survey and drainage information before acting.
Staff presented the site, which lies on the county line with Carroll County, and said seasonal high-water measurements ranged from about 2 to 18 inches in places. The presentation noted surface ponding at the front of the site and identified an area considered a wetland. Staff also said the site historically closes in wet seasons and that dwellings with basements would be "very limited" on much of the property.
Board members said neighbors have repeatedly complained about high water and that placing two lots in the wet area would risk increased inundation of adjacent properties. The board voted 3–0 to table the petition and instructed staff to obtain a topographic survey and a drainage plan so the board can assess how runoff and groundwater will be managed before taking further action.
No petitioner appeared to represent the subdivision at the meeting; staff said historical minutes related to prior discussions are still being located.
