Clinton County board approves INDOT plan to line deteriorating I‑65 culvert

The Clinton County Drainage Board on Nov. 4 approved an Indiana Department of Transportation proposal to line a deteriorating culvert under I‑65 north of the State Road 28 interchange.
Chris Wheeler, bridge engineer for INDOT’s Crawfordsville District, told the board the project will "shove another structure inside of it to act as the structural portion of the pipe" and that "it's not a replacement." Wheeler said INDOT ran hydraulic modeling and, at the county's request, "increase[d] our discharge that we modeled by 50%" to account for nearby development and alleviate local flooding concerns.
County staff said the enlarged modeling reduces backwater and should prevent flooding on adjacent properties. The board moved and seconded to accept INDOT’s recommendation and to allow the agency to proceed with the lining work. The motion carried.
Board members thanked INDOT staff for coordinating with county staff and property owners during the design and review process.
The motion recorded in the meeting minutes authorized staff to accept INDOT’s proposal and proceed with the culvert rehabilitation. Specific contract amounts and a construction start date were not specified during the meeting.
