Commission sends building-services RFP ranking back to evaluation committee and tables award for more review

The commission on July 8 voted to send the evaluation committee's ranking of proposals for building department services back to the committee for further review and to table the contract award.

Background: Staff issued RFP No. 25-010 for building department services and received proposals from Calvin Giordano & Associates (CGA) and CAP Government. The evaluation committee produced a ranking that placed CGA as the top-ranked proposer.

Why commissioners revisited the ranking: Several commissioners and members of the public recounted constituent complaints about the city's permitting experience: slow plan review, perceived customer-service failures and reliance on paper-based permits. Commissioners requested interviews with proposers, clarification of proposed digital-plan-review platforms and more detail about staffing and service-level commitments. A CAP Government representative, who attended electronically, urged digitization and described CAP's turnkey digital plan-review experience.

Commission action: By roll call the commission unanimously voted to return the ranking to the evaluation committee for additional evaluation and to table the item (the committee action and the tabling vote were both unanimous). The commission directed that proposers be interviewed and that the committee consider customer-service, staffing continuity, and software/integration capabilities before returning a recommendation.

Next steps: Staff will notify the evaluation committee and the proposers and schedule supplemental interviews. The item will return to the commission after the committee completes re-evaluation and reports back.
