Board tables credentials‑committee decision as mobile endorsement volume rises

Board staff told members that since the board’s mobile endorsement pathway went live in October the board has become the second highest recipient of mobile applications at the department, with hundreds of submissions in a short period. Staff said many of the submitted mobile applications do not meet Florida requirements and that the board is spending significant time determining whether applicants’ experience is post‑master’s and whether scope of practice aligns with Florida standards.

Staff noted a particular problem created by the mobile endorsement form: it does not require transcripts, and statute limits rulemaking authority in that intake pathway. Because of that, staff reported some applications lack the documentation typically available with endorsement and exam applications, making determinations about post‑master’s experience more time‑consuming.

Board members discussed the option of creating a standing credentials committee to review complex applications quickly. After discussion the board decided to table creation of a new committee for now and directed staff to continue pulling and reporting mobile‑application statistics at future meetings. The board also noted an existing delegation of authority allows the chair and staff to require an applicant’s appearance before the full board when necessary.

Why it matters: The mobile endorsement pathway can speed licensure for providers licensed elsewhere, but it also shifts administrative burden to boards that must confirm an applicant’s education, supervision and scope of practice. The board’s decision to monitor volumes before creating a permanent committee preserves flexibility while staff refine intake and review procedures.
