Resident granted sewer-bill adjustment after May water-main breaks; staff had recommended smaller adjustment

Robin Bishop of 309 Maple Street, Mahlma Heights, told the board she experienced two recent water-main breaks that caused significant water in her yard and basement and that she had spent months trying to resolve billing with the water company and sanitation.
Bishop said she sought a $125 adjustment to her sanitary sewer bill because of the break and the company’s handling. Greg Borg and sanitation staff explained that when the water company issues a gallonage adjustment it passes through automatically to the city’s billing; when the water company issues only a flat-dollar adjustment the city does not receive a gallonage reading and cannot automatically adjust sewer charges. Staff said their standard automatic adjustment in cases where water did not enter the sanitary system would have been $46.86 under the city’s winter/summer usage process.
The board debated the recommendation and then moved and voted to grant the homeowner’s requested adjustment as stated in the motion recorded in the minutes. Greg Borg said staff would update the account and attach the approved minutes to the account record. The transcript records the motion language inconsistently as "$1.25" during the motion; staff confirmed to the board they would process the approved adjustment and document it in the minutes.
