Council rezones three South Oakland parcels to PAR to allow dentist parking expansion

The Carbondale City Council adopted an ordinance rezoning three parcels at 305, 309 and 311 South Oakland Avenue from R-1.5 (low-density residential) and R-2 (medium-density residential) to PAR (professional administrative residential) to allow Dr. Douglas J. Baker, DDS, to expand his dental practice parking area.
Miss Kilman moved to adopt the ordinance rezoning the property; the motion was seconded and approved on a roll-call vote with all members present voting "yes." The staff report noted that the planning commission considered the case (PC 25-06) on Jan. 29, 2025, and recommended approval. No residents spoke in opposition at the planning commission hearing.
Staff told the council the rezoning would allow the parking lot expansion because a dentist office is a permitted use in the PAR district and would avoid the need for a new special-use permit. The staff report also said 309 and 311 South Oakland Avenue would be converted to green space with the possibility of a future house on 311.
Farrell Lampine, president of the Arbor District Neighborhood Association, spoke in favor of the rezoning, saying the green space and the proposal fit the corridor and neighborhood uses.
The ordinance passed; council members cited support for a local business and the neighborhood compatibility of the proposed green space.
