Council awards $54,850 demolition contract to Wheatley Construction contingent on correct bond

Councilmember Jon Doherty moved to award the contract in the amount of $54,850 to Wheatley Construction Company LLC, Carbondale, Illinois, contingent upon the company submitting bonding in the correct amount. Councilmember Hill seconded the motion.
During earlier public comment, resident Lee Fronbarger questioned why an apparent low bidder had been disqualified for not submitting a bid bond equal to 10% of the bid. City staff said the bid documents require a 10% bid bond and that the documentation the apparent low bidder submitted did not meet that requirement; staff also noted that council has discretion to overrule staff recommendations.
John Lindsay, community development manager, said the demolitions are being reimbursed through an Illinois Housing Development Authority grant (approximately $484,000) and that staff expects to complete most planned demolitions this fiscal year; he also said the grant might not be fully used and staff plans to seek an extension if necessary.
On roll call the motion passed with Council member Hill, Council member Kellman, Council member I Sanders, Council member Doherty and Mayor Harvey voting "yes," and Council member Lowes voting "no." The council recorded the award as contingent on Wheatley submitting bond documentation in the required amount before the contract is finalized.
