Oskaloosa schedules Oct. 20 hearing on amended citywide housing revitalization (tax abatement) plan

Staff presented a proposed amended and restated citywide housing urban revitalization plan that would replace the existing plan and prior amendments. The proposed plan would update maps to include all land within the current corporate limits, make all residentially-assessed properties in the revitalization area eligible for the residential exemption, retain the minimum 15% increase in assessed value requirement for qualification, and extend the exemption period for eligible improvements to 10 years.
Staff emphasized the proposal does not abate property tax levies imposed by the school district; those taxes remain payable. The resolution before council scheduled the required public hearing for Oct. 20, 2025 and directed publication of the notice.
Council voted to schedule the hearing; staff recommended adopting the amended plan in part to remain competitive in the state housing market and to align the city plan with the terms of a recent development agreement (1 West LLC). The hearing will give residents an opportunity to comment before council considers adoption of the amended plan.
