Court approves $166,000 purchase from Betty Morgan trust to equip new Harney County indoor event center

Harney County Court voted Nov. 5 to authorize the Harney County Fair Board to use Betty Morgan trust funds to purchase a preferred arena panel system for the countys new indoor event center.

Fair Board members explained the request and provided comparative quotes from manufacturers and dealers. The preferred system is designed for frequent reconfiguration and tear-down and was presented as the most flexible option for a multi-use event center. The Fair Board said the package under consideration is being sold as a one-time lot (previously used at the National Finals) and would cost $166,000; the same equipment is quoted at roughly $217,000 if purchased new.

The board noted donated transportation to move the package from Riverton, Wyo., to Harney County and presented three informal quotes to comply with procurement policies for intermediate purchases (between $25,000 and $250,000). Community and economic-development benefits were cited by public comment: a county resident described how a similar new arena in Pendleton brought events and out-of-town visitors that supported hotels and restaurants.

After discussion of procurement rules, insurance, staging and possible spare parts, Commissioner moved and the court voted unanimously to authorize use of $166,000 from the Betty Morgan fund for the purchase. Court staff said the final purchase contract and documentation will be archived as procurement records.
