Sandy Springs council approves time-only extension for Heath and Lineback design contract

The Sandy Springs City Council approved a time-only extension to the city esign services contract with Heath and Lineback, extending the contract term through Dec. 31, 2027, and authorized the city manager to execute the extension.

Councilmember DeGiulio moved to approve agenda item 2025-261, a contract extension to the design services contract with Heath and Lineback, and to authorize the city manager to execute the extension; Councilmember Rochelle seconded the motion. With no further discussion, the mayor called the question and declared the item approved after a voice vote.

Councilmember Dr. Kelly asked about funding and whether the timeline was affected by a time-sensitive local funding source, asking, "Marty, this, this project is being funded in part by our, by T Splas. Correct?" Marty, identified in the meeting as the works director, replied, "That's correct," and explained the extension request was "purely for time alone," describing it as a no-cost extension in their request letter. Marty said the current construction includes TSPLOST dollars as part of the local match and that federal funds "to the tune of 80%" are also being used; staff stated there is no stated sunset date on those funds for the expected duration of construction.

The council was told the original contract with Heath and Lineback was executed in September 2018 and included an initial contract time of 24 months; four additional task orders have been awarded over the life of the project for preliminary design, final design, and construction services. The extension was requested to ensure the remaining construction services and related contract tasks are covered through the requested date. The request as presented to the council was for time only and did not include an increase in compensation.

The council moved next to routine reports and then adjourned. No further actions on this contract were recorded in the meeting minutes provided.
