The council on Sept. 11 approved a task agreement with Lampren Earson to design repairs at the City Lake dam (Veterans Park) after the most recent three‑year state inspection identified deficiencies.
Project background: Engineering staff explained the city’s dam inspection schedule and noted several items noted during the most recent inspection were recurring items from prior reports. The most significant design change stems from updated engineering standards for required freeboard above the 100‑year design elevation. Staff said the project will include spillway work and a recommended approach that minimizes impacts to an adjacent golf cart path: the preferred concept would add a concrete jersey barrier to increase freeboard while leaving the cart path in place where feasible.
Contract: The task agreement covers final design, bidding and limited construction‑phase observation services. The contract amount presented to council was $154,005.80. Staff recommended approval.
Council action: Council approved the task agreement; staff said the scope addresses state inspection findings and will proceed into design and permitting.
Implementation notes: Design will include detailed plans for raising freeboard consistent with current engineering standards and staged construction to minimize disruption to park and golf course operations; staff will return with construction bids and a schedule for the capital work.
