Council agrees to study annexation for 1050 West area west of I‑15, asks staff to focus on access and use updated general plan

Spanish Fork City Council voted July 15 to accept for further study an annexation petition covering roughly 100 acres west of I‑15 (the "1050 West" area), directing staff to evaluate transportation access and use the city’s pending general plan update as the baseline for analysis.
Clayton Rackham of Clyde Capital Group, representing applicants, told the council the company has done preliminary work and is willing to invest in off‑site infrastructure if required. "We've already done a lot of that work, and we're eager to share it with the public works department and get to the bottom of how we can loop water," Rackham said.
Staff warned the council the study will need to evaluate utility looping, crossings of major corridors and whether the city can support future development without major new connections. Council members emphasized access concerns: several asked staff to ensure the study examines how future residents would move north‑south and east‑west, pedestrian and bicycle options, and the timing of major regional elements such as a possible FrontRunner station and an interchange on I‑15.
Councilman Tooke made the motion to accept the petition for study with the specific direction to emphasize access and to treat the city’s forthcoming general plan as the planning baseline; the motion passed unanimously. Staff said the study will include utility feasibility and transportation analysis and will return to council with findings and recommendations that could include conditions or phased infrastructure expectations.
