The Ellensburg City Council adopted Resolution 2025‑18 July 7 to approve a public participation plan for the city’s 2026 comprehensive plan periodic update.
Plan elements: Planning Manager Stacy Henderson and staff said the participation plan was developed with the city’s consultant and includes outreach phases for scoping, draft policy review and final adoption; a public web page; printed materials; focus groups; workshops and open houses; and targeted outreach to identified stakeholder groups (including faith‑based organizations, youth, business owners, and transit stakeholders). Staff noted the list of groups in the plan is not exhaustive and can be expanded during the process.
Why it matters: The periodic update is a substantial planning effort required at the state level and affects long‑range land use, transportation, housing and capital facilities policy; effective public participation is a critical part of meeting statutory requirements and building community consensus.
Next steps: Staff will begin outreach and finalize branding and materials with the consultant; the plan’s timeline anticipates community workshops and a large kickoff open house. The council adopted the plan and asked staff to continue to broaden stakeholder outreach where appropriate.
