Police Captain Terry Baker presented the 2025 Best Southwest Richard S. Pittman Memorial Scholarship, created after Officer Richard Pittman's death in 2004, and announced that Miss Terrell, a recent DeSoto High School graduate and Grambling State University incoming student, received the $3,000 scholarship by unanimous selection of the scholarship panel. Baker said the selection board of seven had "unanimously awarded" the scholarship this year.
Mayor Rachel Proctor presented a mayoral commendation to Assistant Finance Director Lakita Sutton for completing the North Central Texas Council of Governments New and Emerging Finance Directors program, an eight-month leadership series covering budgeting, debt management, treasury, utility rate setting and internal controls.
Police Chief Joe Costa recognized promotions within the DeSoto Police Department: Jeremy Kirschner was promoted from corporal to sergeant and Joshua Parker was promoted to lieutenant; family members participated in the badge-pin ceremonies.
No formal council action was required for the recognitions. The city and partner organizations supplied scholarship funds and certificates as described in the meeting notices and presentations.
