The Bonner County Board of Commissioners on Tuesday amended and then approved its consent agenda after removing an invoice from Northwest Auto Body for separate review and action.
The board approved routine claims and multiple departmental items: payment of FY25 claims in batch number 20 totaling $623,527.31; a memorandum of understanding with Spokane County Medical Examiner Services for forensic pathology work; a one-year agreement to deploy and maintain the Idaho Sheriffs Connect mobile application for the sheriff's office; a $15,947 budget transfer to the Noxious Weeds professional services line and a roadside spraying contract with Custom Spray Service at $45.19 per lane mile; authorization to advertise for 2025 asphalt projects and for pavement-marking proposals; change order No. 3 extending the county's liquid asphalt contract for 2025; two Idaho Transportation Department grant applications for Sandpoint and Priest River airports totaling $653,000 for Priest River and $195,000 for Sandpoint; and renewal of the county's LexisNexis legal-research subscription.
The board removed the Northwest Auto Body invoice from the consent agenda after commissioners raised concerns about recurring vehicle-repair claims and insufficient line-item detail. Commissioners asked staff to provide itemized invoices before consent approval in the future and to schedule a workshop to review claims-handling and department-level cost allocation.
Several motions were recorded in the meeting minutes and approved by roll call. For items where the packet or transcript recorded a roll call, commissioners answered individually (for example, the claims batch and several consent actions were approved on roll call). Where individual motion makers were not identified in the public record, the minutes reflect the board's collective action.
Public comment appeared on multiple agenda items. Privacy and data-use concerns were raised about the sheriff's app during the public comment period; the sheriff and vendor-provided documentation were cited in response. A Sandpoint Airport tenant brought evidence of a past verbal agreement about a hydrant installation and requested reimbursement; the board confirmed receipt of the written correspondence and indicated the matter will be addressed separately, including consideration of executive-session review.
The board's approvals carried no county-match requirements for the two airport grant applications; both grants require subsequent ITD review and possible additional approvals. The liquid asphalt contract extension and the roads and striping procurement actions were presented as part of multi-year maintenance plans and tied to Idaho Transportation Department indexes and available state revenue. The Noxious Weeds contract was presented as a near-term test to outsource seasonal field operations and to reallocate budget categories.
The meeting record shows the board intends follow-up workshops on claims handling, pavement-marking materials and life-cycle costs, and broader review of county software/privacy practices as they arise.
