City awards Eddie White Complex parking-lot contract; council agrees to cover $57,392 shortfall with Measure P

The El Centro City Council awarded a construction contract for the Eddie White Complex (Fraser Field) parking-lot project and directed staff to cover a noted funding shortfall using Measure P funds.
Parks staff summarized the project scope and bid results. The project includes a 57-space parking lot (the staff report noted 59 previously but said the ADA layout reduced net spaces to 57), connecting walkways to ball fields, replacement of dugouts and installation of 18-foot backstops. The scope also includes upsizing a water line (from one inch to four inch) to improve pressure, improved access approaches for adjacent landlocked properties and a bioswale for stormwater control.
Bid results were presented: Pyramid Construction was the lowest responsive bidder at $362,403; other bids were higher. Staff recommended awarding the contract to Pyramid Construction and establishing a construction contingency of $37,000. Staff said there was a funding shortfall of $57,391.85 and recommended covering that shortfall with Measure P funds; finance staff confirmed Measure P has an available fund balance and that the expenditure is an eligible Measure P infrastructure use. Council members supported using Measure P to fund the shortfall and noted the project fits the ballot measure’s intent; the council moved and seconded to award the bid and appropriate Measure P funds.
The motion to award the contract and authorize the contingency passed (motion recorded on the public record). Staff said the contractor must submit insurance and other pre-construction requirements before a notice to proceed is issued and that the anticipated construction timeline is several months, typically concluding within the fiscal year.
Ending: Staff said they will include project identification signage acknowledging funding sources, coordinate with Little League on timing and proceed with contract execution and mobilization.
