The Pasquotank County Board of Equalization and Review denied an appeal on May 19 seeking a reduction in the assessed value of a commercial property identified as the Quality Inn at 5232 S. Hughes Blvd., Elizabeth City.
Tax Administrator Patrice Stewart told the board her office received one appeal and recommended no change to the Tax Office assessment of $3,184,900. Stewart said the appellant, Jay Jalaram LLC, requested a reduction to $1,772,428.70 but was comparing the property to hotels without similar amenities; the Quality Inn includes a restaurant, bar and conference room, she said. Stewart also reported the owner purchased the property in January 2022 for $3,750,000 and noted the last county revaluation was in January 2022. Commissioner Sean Lavin asked about the previous assessment; Stewart said the 2014 assessment was $2,175,000. County Attorney R. Michael Cox summarized the appeal for the board.
Commissioner Charles Jordan moved, and Commissioner Clifford Shaw seconded, to deny the appeal and uphold the Tax Office assessment. The motion carried unanimously. The board then adjourned the Board of Equalization and Review for 2025.
