Kiel City Council approves sidewalk special assessment preliminarily and a slate of routine loans, permits and licenses

The Kiel City Council approved a preliminary resolution to assess property owners for sidewalk replacements and unanimously approved a package of routine items, including a small-business loan, event permits and temporary alcohol licenses.

The council voted to adopt Resolution 2025-6, a preliminary exercise of the city's assessment authority to fund sidewalk replacement. City staff presented a spreadsheet listing affected properties and the cost per parcel based on the winning bid; property owners have been notified by mail and will be given an opportunity at a public hearing on Aug. 22 to ask questions before assessments are finalized. The council took the vote by roll call; one member was recorded absent and the motion carried with the recorded votes in favor.

In a separate vote the council approved a $5,000 small-business revolving loan to Crystal Pet Supply, recommending the loan to be used to remove and update plumbing fixtures, update wiring and outlets, and replace doors. The Economic Development Committee had reviewed the application and recommended approval.

The council also approved a tourist lodging permit for Fallon Financial LLC to operate a vacation rental at 227 Fremont Street; staff said required county health and related permits were in place. It approved a modification to allow public alcohol consumption on Fremont Street during the Kiel parade on Sunday, Aug. 10, from 10:30 a.m. until one hour after the parade ends.

Temporary class B beer licenses were granted for Saint Peter's UCC's Oktoberfest on Sept. 20, 2025, and for the Custom Street Car Club's Keel/Keogh Car Show on Aug. 17, 2025. The council authorized Manager of Utilities Chris August to attend the 2025 Water Environment Federation Conference in Chicago Sept. 27—Oct. 1. The council accepted a $100 donation to the Kiel Police Department from the Robert and Jane Boyd Foundation and approved receipts, disbursements and payment of bills.
