Council advances rezoning for planned RV park; petitioner says stays limited to 14 days

The Kokomo Common Council passed Ordinance 72-19 on first reading to rezone property at 4410 South 150 East from R-1/agriculture to PR (parks and recreation) to allow an RV park.
Councilman Reacher introduced the petition filed by Daniel L. Fulton. During public discussion, Fulton described the project as an RV park intended for short-term stays rather than long-term residency. Fulton said, “my vision for it is not a long term, RV park. I want to be more like a hotel for people that are passing through to other locations.” The petitioner said the site is near the new 31 bypass and likened the proposal to stopover accommodations rather than a destination resort.
Council members asked about utilities. Fulton said he had discussed the matter with the Taylor Township sewer district, planned to contact Duke Energy, and expected to drill wells and set up certified tanks for water. He said the project team would pursue required certifications and testing after council approval. At the meeting, a council member noted that individuals would be limited to 14 days on the site; Fulton affirmed that vision.
The council approved the rezoning on first reading by voice vote. Fulton and the council said that specific infrastructure plans, including sewer and power hookups and any required certifications, will be addressed once the rezoning advances through planning and permitting.
