Streets and design contracts: The commission approved resolution R-25-56 to award the CRMC Street Improvement Project construction contract to Jay Graham Construction after the city received a single bid. Public Works Director Jim Wright said concrete was chosen for certain streets near the hospital to permit work in smaller sections and better drainage. The commission also approved resolution R-25-57 to increase BG Consultants’ design contract by $7,500 to add intersection design work for an Eighth Street intersection tied to a 2026 cost-share mill-and-overlay project.
Wastewater change order: Resolution R-25-58, approving Change Order No. 1 for the wastewater treatment plant lagoon liner project with Jackson Civil, was approved after staff reported unsuitable material beneath the lagoon that must be removed and replaced to allow proper liner installation.
Electric rates: The commission completed the second reading of ordinance G-25-O-1 to amend electric rate schedules. The ordinance phases a 7 percent overall increase: a 2 percent increase effective July 1 and additional increases in January of subsequent years, with approximately 4.5 percent increases planned for 2027 and 2028. The second reading passed on a recorded vote in which Commissioner Edwards voted No.
