Oak Creek slated for full road reconstruction in 2026; preliminary estimate $2.1 million

Staff and engineering consultants reported that the contractor who completed a separate project in Eagle Heights this year has offered to hold bid prices for the 2026 work; staff said using that option could save the city between about $60,000 and $170,000 versus putting the work out to open bid, depending on contractor pricing changes.
Council members and staff discussed outreach and timing. Staff said public outreach would likely begin in January or February 2026 after the new city manager is on board; bidding timing would be at the discretion of the incoming manager. Construction would begin after frost break (staff estimated an April start) with completion targeted for September 2026, consistent with the schedule used this year.
No formal award or motion was taken at the Oct. 27 meeting; staff said detailed construction plans and a formal bid award would be presented at a future meeting.
