Council introduces ordinance to fund guardrail/bridge walls at PepperPlex access road from TIF funds

The New Iberia City Council introduced a special ordinance on Sept. 2 to amend the budget and allocate $80,000 from the city's TIF (tax-increment financing) resources to build concrete side walls on the new box culvert that serves as a second access to the PepperPlex site.
City staff said the PepperPlex access road is under construction and the culvert crossing was being installed. The guardrail/side-wall work was originally planned under the larger PepperPlex project funded with state money, but timing made it prudent to build the concrete walls now so the crossing will be safe and usable when the road is complete. The staff presentation said the contractor doing the road work can build cast concrete walls that act like a more robust bridge parapet, and the state-allocated funds originally designated for guardrails will instead be used elsewhere in the PepperPlex project when it is bid.
The ordinance was introduced and set for public hearing on Sept. 16. Council noted the costs will come from a local, small TIF district that generates roughly $23,000 per month for the city and will not reallocate state money; staff said the state funds would remain applied to PepperPlex once re-budgeted within that project.
