Council awards City Park splash pad contract after value-engineering lowered bid to budget

The New Iberia City Council on Sept. 2 awarded a contract to Francis Horticultural Services to renovate the City Park splash pad after negotiating value-engineering items to bring the low quote into the city's budget.
Staff reported three quotes were received; Francis Horticultural was the lowest at $78,000. The city budgeted $70,000 for the work. Public-works staff said they negotiated with the low bidder to remove optional alternates and adjust scope so the base project fits the $70,000 allocation. The scope retains most existing splash-pad elements, removes one damaged cascading table and replaces it with a larger, more durable element, adds two smaller above-ground features, pours new concrete in a curved southern addition to the pad, and ties new features into existing drains and supply lines.
"Most of the splash pad elements that we had at City Park are gonna stay, the existing ones. They work fine," a public-works presenter said, describing the replacement of a damaged interactive table and the addition of new elements and concrete. Staff also said the project will not add new drains but will slope new concrete to existing drains and use the current water-supply point.
Council accepted the staff recommendation and voted to award the project. Staff indicated work will occur after the current season so the renovated pad will be ready by next summer. The contract award appears in meeting materials as Resolution 2595.
