Kershaw County Council on Aug. 12 approved a $350,000 allocation, drawn from emergency reserves, to fund Phase 1 of Pecan Orchard improvements, with staff instructed to continue pursuing grant funding to offset or replenish the reserves.
Councilman Sammy Tucker presented the finance committee recommendation: funding the overall Phase 1 package will reassure utility providers and contractors that the county intends to complete the initial phase, even though the first work package in the first six months is estimated at approximately $60,000. Tucker said the full $350,000 commitment also helps the county secure contractor participation as the work is phased and other grant opportunities are pursued.
Councilmembers discussed historical disclosures indicating original developers did not complete promised engineering for drainage and roads, leaving the county with a low‑lying, nonstandard road area. County engineers said fully remediating the subdivision to county road standards would require major earthwork that may not be practical; the Phase 1 work is designed to address the most immediate drainage and health‑and‑safety needs under current constraints.
The motion passed unanimously by present and remote councilmembers. Staff will prioritize grant applications and report back on funding and implementation timing for subsequent phases.
