Contractor Bart Arnold said rain in May, repeated machine breakdowns and parts delays slowed progress, and he estimated the job was "probably closer to 3 quarters done." He agreed to improve daily communication with the surveyor's office and to complete work within a 30‑day extension if granted.
After discussion, the drainage board voted to issue a one‑time 30‑day extension for Arnold to finish the work. Board members said the contractor must call the surveyor's office each morning or otherwise communicate planned work, and warned that if the work is not completed by the next meeting, the board could withhold payment or cancel the contract.
The contractor agreed to meet the surveyor in the field and to complete remaining hand work during normal daylight hours. The board recorded a roll call vote in support of the extension.
