San Luis council approves $1.06 million local match to seek $7.5 million FTA buses-and-facilities grant

The San Luis City Council on July 9 approved Resolution 23-65 authorizing a $1,060,100 local match and directing staff to submit an application to the Federal Transit Administrationb4s (FTA) buses-and-bus-facilities program for a proposed downtown park and parking facility.
Armando Esparza, the cityb4s director of economic development, told the council the overall project is a $7.5 million downtown park and parking-lot plan with about 475 parking stalls. "This is a $7,500,000 project, that's fully designed and ready, ready to go," Esparza said. He said staff identified eligible line items, added a one-percent redesign allowance and construction administration in keeping with the FTA notice of funding opportunity, and is requesting a 20 percent local match.
Esparza said the match of $1,060,100 would come from the next fiscal year and that staff modeled parking-fee revenue under several demand scenarios. Using a sample $3-per-day fee and multiple occupancy rates, he said the cityb4s conservative scenario could recoup the local match in roughly three years, and higher-demand scenarios in about two years.
Staff also reported having discussed integration with regional transit. Esparza said San Luis has received a letter of support from YCIPTA and will work with the agency to connect the new facility to existing routes. Council members asked whether recent federal budget actions affected the FTA program; Esparza said staff had an active grant manager and that the program appeared to be moving forward.
Council moved to adopt Resolution 23-65, authorizing the allocation of $1,060,100 in local match funds and directing staff to submit the FTA application. The motion carried by voice vote.
If the grant is awarded, the project scope described to the council includes parking facilities and pedestrian infrastructure integrated with transit routes; staff said the match would be budgeted in the following fiscal year. A copy of the resolution and the presentation on eligible budget line items are part of the official record for the July 9 meeting.
