Commissioner Hensley said the county previously discovered underbilling for PERS and other liabilities under similar contracts and warned the board that when those costs are added, "there's not enough money in that contract to pay for that employee for 12 months" and it "would run out in about 9" without renegotiation. Finance staff and HR agreed to prepare a breakdown of actual billing, payroll costs with benefits, and how the position is recorded in the personnel budget (FTE percentage and line item).
The board set the issue for further review on the afternoon administrative agenda (3:00 p.m.) and asked staff to confirm the contract billing history, whether the staff member's hours include general-fund work that would disqualify full contract funding, and whether a budget correction or contract renegotiation is needed before rehiring or appointing the employee.
