Fishers Plan Commission unanimously backs UDO fix and definition for “car condominiums”

The Fishers City Plan Commission voted unanimously to forward to the City Council updates to the Unified Development Ordinance affecting chapters 3, 5 and 12.

Ross Hillary, community and economic development for the city of Fishers, told the commission the package contains three changes: a correction in chapter 3 to a numeric field, an added definition for "car condominiums," and the addition of that use to the permitted-use table. "In chapter 3, this is a correction," Hillary said, describing an earlier error that listed 4,500 as a minimum where it should have been shown as a maximum. He said staff brought the correction forward to the commission for approval.

Hillary described a "car condominium" as "a facility for long term storage of vehicles, maintenance of those vehicles, workshops or lounges for vehicle enthusiasts, or other shared spaces for vehicle enthusiasts." He said the use was added to the UDO text and to the permitted-use table, and noted that "it is not permitted at any of the existing uses," meaning a developer would need to seek either a planned development (PD) or a text amendment to allow it in a given location.

The commission opened a public hearing on the item and heard no public comment. Commissioner Selena moved for a favorable recommendation to the City Council; Rick seconded. In roll call votes recorded on the item, Mr. Fane, Miss Logan, Mr. Peterson, Mr. Molter, Miss Stoller and Miss Frazier each voted yes. The chair declared the motion passed.

After the vote, Hillary said the plan commission dates for 2026 were included in the agenda and that Outlook calendar invitations will be sent. There was no summary of council items. The commission adjourned the meeting.

The recommendation now goes to the Fishers City Council for its consideration; staff did not provide a City Council hearing date in the transcript.
