Beaumont adopts Parks & Community Services Master Plan, prioritizes trails, shade, community center and aquatic features

City consultants presented the final Parks & Community Services Master Plan to the council June 3. The plan is based on a statistically valid community survey (400+ households), stakeholder outreach, facility assessments and equity‑based access mapping. Key findings: trails and connectivity were the highest priority, followed by shaded picnic areas and restrooms; residents also ranked a multi‑generational community center and outdoor aquatic features highly.
Consultants said the city already achieves high program participation compared with national benchmarks, but that facility quality and access could be improved. The plan recommends a 10‑year capital strategy that includes funded projects (Stewart Park work already underway) and an unfunded list that totals several million dollars for future park acreage, trail miles, picnic shelters, shade, and community space. The plan includes an action plan, an implementation roadmap, equity maps showing service gaps and a proposed mission/values statement for Parks & Community Services.
Council adopted the Master Plan by resolution and directed staff to incorporate the plan into departmental implementation, the CIP and outreach to identify funding opportunities and partnerships.
