Beaumont City Council on June 3 adopted the city’s FY2025–26 operating budget, the constitutional Gann appropriations limit and a five‑year Capital Improvement Plan (CIP). The measures were adopted by roll call vote after a staff presentation and a brief council discussion about revenue conservatism and reserves.
Finance staff told the council the general fund was projected to be structurally balanced for FY2025–26 with revenues of approximately $72.4 million, expenditures of approximately $72.1 million and a projected surplus of $286,647. The recommended budget includes funding for 25.5 general fund positions, $2.5 million in operational enhancements and $500,000 in capital projects. Staff also reported a Gann appropriations limit of approximately $139,500,000 for the fiscal year while subject revenues are projected at about $52.9 million, placing anticipated appropriations well under the statutory cap.
Council members asked staff how the budget accounts for economic uncertainty; staff said revenues were projected conservatively, and cited a $5 million budget stabilization reserve and other funds (working capital, insurance reserve, pension trust) as tools the city could use if conditions worsened. Staff also described a planned cost allocation plan next fiscal year to refine fee structures and estimate true cost centers.
By resolution the council: (1) adopted the Gann appropriations limit for FY2025–26, (2) adopted the FY2025–26 operating budget and (3) adopted the five‑year CIP covering FY2025–26 through FY2029–30 and related prior‑year project lists. The motions passed on a unanimous roll call vote.
