County attorney asks commission to hold three older special-prosecutor invoices; commissioners approve audit engagement

Neosho County’s attorney asked commissioners to withhold payment on three invoices from outside special prosecutors and to let the clerk and attorney provide engagement letters and scope-of-work documents before the county disburses funds.
The attorney said the invoices date back to 2023 and that clerks requested documentation (a letter of engagement) before payment processing. Commissioners directed staff to pull the three invoices from the accounts-payable run while the engagement letters and scope of practice are confirmed.
In a subsequent item commissioners approved a motion to engage auditor Brandon Bell to audit bank accounts related to diversion funds and attorney-related revenues and to prepare a letter of engagement. The motion to authorize Bell’s engagement and have him prepare a letter of engagement passed 3-0.
Separately, the county attorney reviewed two accounts that had been used for diversion and law-enforcement receipts (with deposits previously at Commerce Bank and Emprise) and described an intent to move application fees into the county diversion account once reconciliation is complete. Commissioners asked that the attorney and treasurer provide an account-by-account reconciliation and to report back with documentation showing how future application fees will be handled.
