City staff outlines construction timetable for Kidner Parkway, Crossley phases, Cheshire Road and utilities

Philip provided a multi-item construction and development update, summarizing timelines and coordination needs for several projects in the southern part of Sunbury.

He said Crossley (the residential phase) is in active construction with Phase 1 paving expected to begin the week of the meeting (staff referenced a planned November 2025 paving start) and Phase 2 anticipated in October 2026. Staff will maintain an on-site construction inspector during paving and said emergency-access roads required by the fire department will be installed to provide necessary apparatus access.

Philip described a longer-term signal and access strategy near the Hitachi site: staff expects to keep the existing Cheshire Road and its flashing warning light operational until a traffic signal can be installed at the new alignment; staff estimated the signal installation timetable around 2027 and said the city does not intend to open a new alignment for general traffic without the signal in place. When the new alignment is activated, the plan is to remove the flashing light, restrict left turns and use bollards or other barriers to prevent unsafe movements.

On utilities, Philip said the city is under contract for a sewer-lining project expected to run in January and that a pump-station upgrade is tentatively scheduled to begin in January with a pre-construction meeting forthcoming. He also said the wastewater treatment plant digester overlay and tertiary replacement are currently under construction and that staff will share drone footage and photos at a future meeting.

Philip closed by previewing December agenda topics, including the capital improvement program and a development progress update, and asked committee members to raise items they wanted to include.
