Philip (city staff) presented a proposed design and OPWC application for the curve at East Cherry Street and South Morning Street adjacent to Lady Liberty Park and asked the committee to support submitting the application, which staff said is due Friday. Philip said the intersection has repeated curb and ramp damage caused by wide loads and tractor-trailers and that staff has contacted ODOT about permitting for wide loads on SR-37.
Staff described design options the application will consider, including removable steel barricades, adjusting the curb radius, moving the sidewalk away from the curb and re-locating curb ramps to improve sight lines and ADA compliance. Philip also noted a future SR-37 widening project and an eventual Ohio-to-Erie trail connection in the area that affect long-term design decisions.
On funding, staff told the committee the draft application was not attached to the packet but summarized figures discussed during preparation: "I think it's a $100,000 in terms of the total request ... 80,000 grant, 20,000 loan," and said the city's local share was "in the $30,000 range," while also noting staff planned to finalize data and crash information before submission. Committee members asked for the application details and scoring to be provided as soon as possible. Staff did not record a formal vote to authorize submission at the meeting; staff said they will proceed to submit the application on the stated deadline with council awareness and seek formal authority on the council agenda if required.
